従量課金のアカウントまたはクライアントが、月間支出上限の一定割合を使用しました。超えたしきい値のうち最も高いものだけが通知されるため、利用量が 40% から 95% に跳ね上がった場合は、threshold_pct が 90 のイベントが1件送られます。利用枠から課金される連携がこれを受け取ることはありません。
