一个按用量计费的账户或客户端已用掉每月支出上限的一部分。只报告越过的最高阈值，因此用量从 40% 跃升到 95% 时，只会发送一个 threshold_pct 为 90 的事件。从额度中扣费的集成永远不会收到此事件。
