一個按用量收費嘅帳戶或者用戶端已經用咗每月支出上限嘅一部分。只會報告越過嘅最高門檻，所以用量由 40% 跳到 95%，只會傳送一個 threshold_pct 係 90 嘅事件。由額度扣費嘅整合永遠唔會收到呢個事件。
